Velasco is a Nationalist Spanish Belle available at the 1939 start of the game. She is a starting Belle option for Spanish-aligned players (limited to backers). Her Vestures drop for non-backers with no yearlong exclusivity period that applies to other backer Belles (like Belfast), however.
